A 2008 Federation of Hong Kong Industries survey of 200 enterprises in the PRD found that shortage of labor, high logistics costs, and inadequate support from local governments in less-developed regions were major obstacles preventing enterprises from relocating to western and central China (Federation of Hong Kong Industries 2008).
