Ten years after the fall of the Berlin Wall, the different actors engaged in the confl icts mentioned so far have become increasingly networked, spawning common mobilizations. A world-scale mobilization questions the “single way of thinking” of market sovereignty that had seemed without alternative, as testified for by the spreading of the conviction “that there is little we can change — singly, severally, or all together —in the way the aff airs of the world are running or are being run” (Bauman 1999, 1).

Th is, along with the growth of social dialogue practices, had reduced conflicts among trade unions. But in the second half of the 1990s an opposition began to emerge, both inside and outside the more institutionalized trade unions (see O’Connor 2000; Shoch 2000). The protest against policies for privatizing public services like transport, schools, and health arose in most European countries (Moody 1997). In these sectors, in countries with pluralist industrialrelations patterns (marked by the presence of multiple representative organizations in competition with each other), new trade unions heavily critical of privatization, outsourcing, and public management arose (particularly against the introduction of balanced-budget principles).

3 However, if the challengers manage to fi nd the necessary resources and have the opportunity, sometimes organizations are created ex novo. This was the case for many groups of the extraparliamentary left in 1968 in Italy, a number of civil rights organizations in the United States, many associations, in some cases parties during ecologist mobilizations throughout Europe, and so on. The antineoliberalism mobilization, too, has seen the emergence of new organizations and new, sometimes transnational, networks of movements.
