Seeking to impose ecological change through a nonecological process would be doomed to failure. An important consequence of this approach to change is that community development processes cannot be hurried. The expectation of quick and immediate, or at least time-specified, outcomes is characteristic of the modern managerial approach. This does not sit well with community development, since it could bring about a fatal compromising of process. It is one of the reasons why a community development approach is often not favoured by policy-makers.

It is therefore seen as a subset of social work, and this can restrict a community development worker with a social work background in taking a broader perspective and seeing community development as encompassing more than human services. Community development can be an important basis for human services, but it is also about much more than just human services and extends into other areas of the human experience. In this book human services will be seen as a subset of community development, rather than vice-versa.

Consistent with the idea of valuing expertise from below, selfreliance suggests that a community should where possible seek to rely on its own resources rather than becoming dependent on other communities or on some central authority. This, indeed, is advocated by writers from within green political theory, according to which relatively independent, self-reliant communities are seen to be more sustainable (Bryant 1995, Carter 1999, Hines 2000, Hopkins 2008). Thus ideas of self-reliance and independence become reconstructed within community development as values that need to applied to communities rather than to individuals.
