However, when Spirit Airlines announced that it would charge up to $45 a passenger for carry-on bags, Senator Charles Schumer blasted the practice and Senators Benjamin Cardin and Mary Landrieu introduced the Free of Fees for Carry-On Act to outlaw carry-on baggage fees. Flights are delayed when customers try to fit large luggage that they carry on to a plane into overhead bins because airline workers have to collect bags that do not fit and put them in cargo compartments. Apparently, those delays would not be reduced if carriers tried to enforce their own rules about the size of carry-on luggage before passengers boarded a plane.
